Judgment (卦辞)
The Well. The town may be moved, but the well cannot be moved. It neither decreases nor increases. They come and go and draw from the well. The well represents an inexhaustible source — a deep, enduring resource that serves all who come to it, regardless of surface changes.
井:改邑不改井,无丧无得,往来井井。汔至亦未繘井,羸其瓶,凶。

Water over wood — the image of the Well. Thus the superior man encourages the people at their work and exhort them to help one another. Water drawn from a deep well nourishes the community; shared resources and mutual assistance sustain collective welfare.
