Contemplation. The ablution has been made, but not yet the offering. Full of sincerity and awe, they look up to him. Contemplation means observing the patterns of life with reverence. The ruler demonstrates virtue through example, and the people learn by watching.
观:盥而不荐,有孚颙若。
Image (象辞)
The wind blows over the earth — the image of Contemplation. Thus the kings of antiquity visited the regions of the world, contemplated the people, and gave them instruction. Wind traversing the earth reaches every corner; careful observation leads to wise governance.
风行地上,观;先王以省方观民设教。
